Project Prioritization



In the City of Nampa, most public works projects are completed according to an asset management schedule. Asset management divides the City into seven zones with a rotating annual work schedule for each zone. Prior to making pavement improvements, City staff evaluates each road in the zone according to the Pavement Condition Index (PCI) (scale of 0-100 with 100 being good). 
 
Nampa City Council is committed to asset management and maintaining pavement conditions with limited available resources.  In 2015, City Council began increasing pavement management funding by $500,000 per year until the annual amount reaches $6M.  $6M is the amount estimated to stop the average pavement conditions decline, at a pavement condition index of 60 or overall poor level.  The Idaho Legislature increase in the gas tax contributed approximately $1.4M to pavement management in Nampa, a true step in the right direction.

Bicycle and pedestrian improvements are easiest to realize if they are located on roads that are selected for maintenance. However, the City has been successful in obtaining grants for several bicycle and pedestrian improvements located outside of priority roadways. Projects are prioritized in the Bicycle and Pedestrian Master Plan. 

Intersection projects are identified in the City’s Transportation Master Plan and are completed according to their priority as funding becomes available. Underground City utilities are also identified in master plans with repairs and improvements occurring prior to roadway surface work.
